When you click on the button, it does not connect you straight to chat, it takes you to a disclaimer page where you must scroll down to get to the next "connect" button, which is located beneath BTs chat rules.
There is one more page where you select either Vent or Listen, then you are connected. (: It is a few hoops to jump through, but it keeps BT legally safe and also helps protect somewhat against trolls.
