Is she just shy?

That's very vague, so it's hard to say. What is she like when you guys "walk somewhere"? If she seems eager to hang out, even if she doesn't make the first moves, that is still a good sign.

If you want good advice from a female's perspective I'm all ears.

My crush like never approaches or contacts me, however whenever we meet in person on purpose, or just in random passing, she always addresses me happily-before I even open my mouth to say a hello to her! I too think it'd feel better if she took some initiative. So maybe in both our cases we just need to straight up ask them about it. I know-if they're shy, that might sound like an interrogation from their standpoint, but hopefully if you (and me too in my case-though my crush doesn't seem shy, but still) don't come off sounding angry or demanding, instead open to an honest answer, it wouldn't be as bad.
