Give her your explanation for wanting to move. Come up with advantages for your sister if she moved. Point out the best features of the new country. And then, respect your sister's judgement and stop trying to convince her if she still doesn't want to move. Changing countries is a big thing to ask of her, and if you've run through all of your arguments with no success, it's probably not going to happen.
