The earliest anyone should have sex is when they’re of legal consenting age.

There is no “right” time for everyone. You have to feel comfortable having sex.

Also you should be aware of and be ready to fully accept the responsibilities for what happens when you have sex. The possibility of an STD or unplanned pregnancy are real. Precautions should be taken. It take 3 months for a birth control pill to be completely effective.

Don’t just have sex to get it out of the way. Do it because you want to.

Ok not “consequences” per se, but as for physical, don’t just rely on your competence for choosing the right guy; make sure you’ve discussed the topic of contraception and both of you should get tested to be safe. As for emotional, it’s easy to get attached and you have to be ready for that. Not everyone WILL get attached, but its likely, and it might cloud your judgment on who would be a good match for you.
