Your brother needs to be dragged aside and given a reality check. That is one of the deepest insults I have ever heard of. That man HURT you and he’s buddying up to him?

Remind your brother what he did to you, ask him WHY he is cozying up to the man and ask him if he understand how it makes you feel when you see a person who by all rights should be defending you getting friendly with the person who gave you so much pain.

If your brother does not give you an answer, then it may be time to stay away from your brother for a while. That is a severe breach of trust, and your brother should support you far better than that.
