The measure of disabling new user signup will force the spam units to use their existing accounts already within the system. As those accounts are used to spam and give themselves away, they will be deleted.
So deleting the users one by one? Well that’s not exactly efficient. Most spammers are known to use bot programs, which does all the work for them, what are you going to do when you re-enable the user signup and they go back to their old ways?
In the absence of comprehensive software to target spammers, we are left with the measure of deleting them one-by-one. We use what means are available to us. It is likely that we will move to manual user registration at some point in the near future to prevent spammers from getting it.
And what are you going to do with the existing spammers?

So why not just get the software?

Easier said than done.
Not if you want to keep your customers happy it’s not.
