When you feel it in your heart, that's when you should tell him you love him. If you do, tell him. Let him know how you feel. He might not know you feel that way about him. You should say it when it feels right for you to say it.
It's not really a right time. When it's right you will know no doubt about it. I have been one to say it and the other person said they weren't ready to say it so be prepared for that. Hopefully you guys are on the same page and you get the results you are wanting.
