User of 07/10/14 reflective flock

The user in question asked me if he should rape a woman because she doesn’t pay attention to him
is there a way to report this? I don’t know if it’s a troll or is dead serious, and I’m kinda scared
what should I do in this case?
EDIT: Not like calling the police IRL, I mean inside this webpage, like report it or something, because the guy flew away before I could do it on the chat

Well, you're right, there's no crime, but that doesn't help to ease my mind because what if I could do something? Plus I'm not from the US and I'd like to ask more for procedure in the webpage, not like I'm gonna call the cops over there because a guy said something on the internet, sorry for not clarifying this on the question.

I got it too. I played it completely deadpan and told him he probably shouldn't and that he should try to do things to take his mind off it. I'm pretty sure he's trolling - there's always a few who think it's hilarious.
